In 2000, the European Commission (“EC”) commenced surprise investigations on the premises of manufacturers of concrete reinforcing bars - a long steel product, usually with a ribbed surface-for strengthening columns and other concrete structures in buildings. The eight manufacturers involved accounted for approximately 30% of the reinforcing bars produced in Italy in 1989 and more than 80% in 2000, the number of market players having fallen from forty to a dozen. The investigation uncovered a ten-and-a-half-year long price-fixing conspiracy lasting from 1989 to 2000, during which time the cartel members fixed base prices and limited and monitored production and sales.

- The Commission readopted its original 2002 decision in 2009, grounding its decision in the EC Treaty instead of the Treaty on the European Coal and Steel Community, which had expired at the time of its first decision.
